Planning Application Leads: The Source Most UK Plumbers Miss

By Alexander McVicar

Here is a number worth sitting with. In the year to June 2025, councils in England made 159,600 decisions on householder development applications - extensions, loft conversions, conservatories, the exact jobs that need a plumber. Around 90% of them were granted. That is not a forecast or a marketing figure. It comes straight from the government's own planning statistics, and every single one of those applications sat in a public council portal that anyone can search for free.

Now the uncomfortable bit. Almost no plumbers ever look. They will happily spend £400 a month bidding for the same leads as every other plumber in their postcode, while a list of approved extensions - homes that are about to need first-fix and second-fix plumbing - sits open in a browser tab nobody opens. Planning application leads are the closest thing the trade has to free, pre-qualified work, and most UK plumbers have never tried them once.

This post explains what these leads actually are, why they convert so well, why hardly anyone uses them, and roughly what they are worth in a single council area over a year. If you want the automated version before you read another word, the Planning Leads waitlist is open.

The Maths: What Planning Application Leads Are Worth in One Area

Spread those 159,600 approved householder applications across the roughly 330 planning authorities in England and you get an average of about 480 approved householder jobs per council area every year. Not all of them mean serious plumbing. But extensions, loft conversions and new bathrooms do, and they make up a large share. Take a conservative 40% and you are left with a lot of homes needing a plumber in your patch alone.

The opportunity in one council areaFigure
Approved householder applications per year (typical council)~480
Share involving real plumbing work (extensions, lofts, bathrooms)~40%
Plumbing-relevant approvals you could reach~190
Average plumbing value per job£1,800
Total plumbing work approved in your area this year~£342,000

You do not need most of that. You need a sliver of it. Win two of those jobs a month - out of 190 approved homes - and here is what it does to your year.

Winning 2 planning jobs a monthPer monthPer quarterPer year
Jobs won from planning outreach2624
Revenue added (avg £1,800)£3,600£10,800£43,200

£43,200 a year, from two jobs a month, out of a list you can pull for free. And remember - none of those homeowners had to find you. You found them first, before they had Googled a single plumber. That is not a rounding error on your marketing spend. That is a second income stream hiding in plain sight.

Why Planning Application Leads Convert So Well

Most plumbing leads are a race. Somebody's boiler dies, they Google "emergency plumber near me", and five plumbers fight over the same panicked customer. Whoever answers first wins. It is stressful, it is competitive, and the margins get squeezed because the customer is comparing three quotes.

Planning application leads are the opposite. A homeowner who has just had a rear extension approved is at the start of a months-long project. They are not in a panic. They are planning. And crucially, they have not started phoning round for a plumber yet - because the builder has not broken ground. If you reach them at that moment with a straightforward letter, you are not the fifth plumber they have spoken to. You are the first, and often the only one. There is no bidding war because nobody else showed up.

That is the whole point. These are warm, high-value, low-competition jobs, and the reason they stay that way is that reaching them takes a bit of effort most plumbers cannot be bothered with. Which brings us to the awkward truth.

Why Almost No Plumbers Do This

Here is my honest opinion, and it is not one you will hear from the people selling review widgets and Google Ads packages. Most of the plumbing trade's marketing money is spent competing for leads everyone else is already fighting over. Local Services Ads, lead-gen sites that sell the same enquiry to four plumbers, review-chasing apps - all of it is aimed at the crowded end of the market where you are one of many. I would put a chunk of that budget somewhere nobody else is looking, and planning applications are exactly that place.

The reason plumbers do not use planning data is not that it is secret. It is that it is boring and fiddly to gather manually. Every council runs its own portal - most on the Idox system, Scotland on its own ePlanning platform - and the search interfaces are clunky. Pulling a month of approved applications by hand, filtering out the ones that do not need a plumber, and finding the property details is a genuine slog. I know because the first time I pulled a month of householder approvals for a single Scottish council, it took the best part of an afternoon - and there were dozens of approved jobs sitting there, none of the homeowners having contacted a plumber yet. That slog is exactly why the lane stays empty. It is also exactly the kind of thing that should be automated.

What the Best UK Plumbers Are Doing About It

The plumbers who have cottoned on to this do not sit down every Sunday to trawl council websites. They have a system that watches the portals for them, filters approved applications down to the ones that actually mean plumbing work, and hands them a short, ready-to-use list each week - with a letter template they can personalise and post in ten minutes. The outreach runs in the background while they are on the tools. They are not finding time to do marketing; the marketing finds the work and puts it in front of them.

That is precisely what we are building with Planning Leads. It monitors UK council planning portals, filters every application for plumbing relevance, and sends a weekly digest of approved extensions, loft conversions and conversions in your postcode area, each with a letter template included. Scottish planning data first, then England and Wales. If you have never tried planning application leads because the manual version looked like too much hassle, this is the version that removes the hassle entirely.

Worth being straight about where the usual software sits, because plumbers always ask. Tradify, Jobber and ServiceM8 are perfectly good for quoting, invoicing and keeping your jobs in one place - but none of them go and find you work. They are built to serve every trade business in the country with a single product, so lead-finding was never in their remit. Plumber Pro AI is built the other way round: narrow, plumber-specific tools that solve one gap properly, and finding approved jobs before your competitors see them is the first of them. For more on the mechanics, our guide on how to find plumbing jobs on council planning portals walks through the manual process, and what a planning application actually is covers the basics if you are new to it.

Frequently Asked Questions

Are planning applications really public? Yes. Every local planning authority in the UK is required to publish applications and decisions on a public register, and nearly all of them do it online through a searchable portal. You do not need any special access or permission to look at approved applications in your area.

What plumbing work comes from an approved planning application? Extensions usually need first-fix and second-fix plumbing, new radiators and often a relocated or extended heating system. Loft conversions frequently add an en-suite or bathroom. Larger projects can mean a boiler upgrade to cope with the extra demand. These are substantial jobs, not call-outs.

Is it legal to contact homeowners from planning data? Sending a physical letter to a property address about a service relevant to their project is standard business outreach and widely done in the trades. The data is public. Keep it to a genuine, relevant letter rather than spam and you are on solid ground. Avoid cold emailing or texting, which fall under different marketing rules.

How many jobs can I realistically expect? It depends on how many approvals your area produces and how good your letter is. Response rates on well-targeted physical mail are low in percentage terms but the job values are high, so even a handful of responses a year pays for itself many times over. Two jobs a month is a sensible target once you are running consistently.

Do I have to gather the data myself? You can - the portals are free - but it is time-consuming and easy to give up on. The Planning Leads tool is being built specifically to do the searching and filtering for you and deliver a ready-to-use list, so you spend your time posting letters and winning work rather than trawling council websites.

Here is the thing nobody in the plumbing trade is talking about yet: planning applications are public data. Every approved extension, loft conversion and new build in your area is sitting in a council portal, searchable by anyone who can be bothered to look. Most plumbers never look. The ones who do - and who reach those homeowners before they have Googled a plumber - win jobs they did not have to compete for. We are automating that process.
