Plumbing is local work, so plenty of plumbers assume the web designer should be local too - someone you can sit across a desk from. Here's my honest take after building these sites: a local agency adds nothing for web work. The site gets built on a laptop either way, and you'll communicate by email and phone either way. What matters is whether the person building it understands plumbing businesses.
